History of department
1. Introduction
The department first established a research institute and then established a university department. In 1992, the " Institute of Elementary Education " was established as the first research institute of the school. In 1995, it was renamed "Institute of National Education". and in 1999, a doctoral program was added. In 2003, it was again renamed " Institute of Educational Policy and Management ".
In 2005, Our university was restructured into the University of Education, In August 2006, the " Department of Educational Management " was established. In 2010, a departmental integration process was completed, resulting in the transformation of the original " Institute of Educational Policy and Management " into the " Master's Program in Educational Policy and Management " and the " Doctoral Program in Educational Policy and Management "
"In 2006, the university established the " Institute of Culture and Education Law " which was later incorporated into our department in 2012 and renamed as the " Master's Program in Culture and Education Law " In 2019, in response to the Ministry of Education's policy initiatives, we expanded our offerings to include the " In-service Master Program of Indigenous Culture and Education Law " providing Indigenous students with an opportunity to pursue a master's degree in law. In 2023, the " Master's Program in Culture and Education Law " within our department received approval from the Ministry of Education to become an independent " Institute of Culture and Education Law ".
Over the course of several name changes, consolidations, and the addition of new programs, the development of our department has gradually become more comprehensive and mature. Currently, in addition to the undergraduate program, we offer a Master's Program in Educational Policy and Management, a Master's Program in Culture and Education Law, and a Ph.D. program. We are one of the few departments in the university simultaneously providing education at the bachelor's, master's, and doctoral levels.
Our department includes the " In-service Master Program of Institutional Management " (weekend and holiday classes) and the " In-service Master Program of Educational Leadership and Management " (Penghu class), offering opportunities for in-service education professionals to pursue further studies and research. The original "Master's Program in School Administration" (night class) ceased enrollment in the 106th academic year due to the Ministry of Education's annual admission policy. However, the " In-service Master Program of Institutional Management " (weekend and holiday classes) admits students every year.
In response to the Ministry of Education's policy initiatives in 2019, our department introduced the " In-Service Master's Program in Indigenous Cultural and Educational Law " providing Indigenous students with the opportunity to pursue a master's degree in law."
"In general, our department is one of the few at the university that simultaneously educates students at the bachelor's, master's, and doctoral levels, covering professional fields in education, policy, administration, management, as well as culture and education law. Faced with the interdisciplinary development trends of the new generation, our department possesses excellent potential for growth."

Additionally, evaluations cover the In-Service Master's Program in Institutional Management for school administration, the Master's program in School Administration (discontinued starting from the 105 academic year), and the In-Service Master's Program in Educational Leadership and Management. |

Received a competitive grant of NT$ 370,000 for the "Classroom Space Transformation Project." Signed a Memorandum of Understanding (MOU) with UCLA to organize the 2015 Summer Program. |

Completed the Ministry of Education Curriculum Diversification Project - Talent Cultivation and Curriculum Practice in Educational Management (December 2013 - February 2016). Published the inaugural issue of "Educational Policy and Management." |

Planned and implemented the "Leadership Development Credit Program." Featured interview with our department in the special edition of "CommonWealth Magazine" for universities, released on February 10th. |

Established micro-credit programs in Leadership Development, Legal Proficiency, and Educational Administration. The departmental meeting approved the implementation of the "2018-2021 Departmental Development Plan" for the academic years 107-109. |

The departmental meeting approved the "2021-2023 Departmental Development Plan" for the academic years 110-112. Organized the 2nd Annual "International Academic Conference on Education and Law" online in response to the pandemic. Organized the 12th Annual " East Asian Principals' Academic Seminar" online in response to the pandemic. Established the "Center for Educational Leadership Research," inaugurated by Minister Pan Wen-chung of the Ministry of Education. The departmental meeting approved the application to establish an independent case for the " Master's Program in Culture and Education Law." |

Conducted the "Zhishan Academic Symposium" online in response to the pandemic. Organized the 13th Annual East Asian Principals' Academic Seminar with a combination of online and on-site events . The university council approved the application to establish an independent institute for the " Master's Program in Culture and Education Law." "Journal of Educational Policy and Management" has changed to a biannual publication, and it has been rated as a Level 3 journal in the evaluation by the National Science Council. |

We steadfastly prioritize educational quality as the core value, and are dedicated to nurturing talents with expertise in policy, management, and law.

The department actively cultivates students to possess a sense of humanistic care, cross-disciplinary integration, innovative practices, and a global perspective, aiming to mold them into modern citizens in the era of globalization. Specifically, the following goals are pursued:

(2)Cultivating talents capable of interdisciplinary integration in the fields of education, management, and law.

2. (Education objectives and core competencies of each class division.)
"Building upon the distinctive features of educational administration and policy, the department incorporates theories and methods from the field of management. On one hand, this approach allows for the examination of management and administrative issues in education through a managerial perspective. On the other hand, it reinforces the understanding of education-related training and human resources from an educational standpoint. Based on this reason, the educational objectives and core competencies of each program in the department are presented in Table 2."

3.The Characteristics of the Department
In order to meet the demand for managerial talents in modern educational and various industry sectors, the department aims to cultivate professionals with integrated expertise in education and management. With a focus on students' career development, the curriculum is designed to emphasize the theory and practice of courses in the fields of education and management. Additionally, there is an emphasis on the design of professional courses in digital technology to equip students with information technology skills. Therefore, the department features characteristics such as interdisciplinary integration, internationalization, localization, practicality, and innovative service orientation.
